My mom thought her life was pretty normal too. My grandfather would beat the hell out of her for stuff her younger sister did, just because her sister wasn't coming home (she was pretty smart that way) and he really needed to get his anger out.
Call CPS, call the school, call the cops. Call anybody that will listen. If need be, find a way to get him and take him to the ER. That is usually a fast track to CPS these days, at least around here. Where do you all live (you can keep it county and state)? My mom has a friend her in Cuyahoga County in Ohio that works for CPS, she may have an idea of how to get this moving. She at least may have better advice because she is in the system. I would also think that if you got someone not related to call, it may get looked at. Having you and 2 non relatives calling may trigger something.
That sucks. I can't believe she thought it was funny, WTH is her mental state? My cousin is scizophrenic/on methadone and even off her meds, she would never think child abuse is funny.
