Picture perfect everytime

Contrast! You just need to add a little brightness and contrast. I use curves to brighten and levels to boost the contrast. I'm not sure that PS elements has curves. It may be under brightness and contrast and you should have levels. Just play with it. Under levels the slider to the far right is your contrast/highlights, the middle slider is your brightness/midtones and your far left slider is shadows. With this I took your conversion and brightened with curves and did a layer with levels to add some contrast. I used the burn tool to darken around the edges of the picture and then sharpened. Your boys are so cute!
